Losing employer coverage makes you eligible for an individual or family policy outside of the annual open enrollment period.
The State of Oregon allows employees with at least 3 months of coverage to remain on their employers' group insurance plan for up to 9 months after termination of employment. Employees pay the monthly premium for their insurance to the employer. If the company changes health insurance carriers during this period, you are considered an active employee for the purposes of enrolling in the new carrier's plan.
This is the "COBRA" of employers with less than 20 employees.
